Clear cache and storage
Do the same thing with download manager

And most of all, to my big surprise it worked!! For me it must have been the last point, the permissions, had the location de-activated. Still did not work immediately but I restarted my new Samsung Galaxy and then a whole new software update started and all of a sudden the apps I wanted were downloaded.
