VHF radar has an azimuth resolution of 5.5 degrees, which at 100 km translates to a lateral distance of 9.6 km – if multiple targets are flying that close then the radar will see them as a “single” target.
As you can see Low-frequency radars have trouble distinguishing between a Fighter and a Bomber, a Predator drone, and an F-15. This is why you can have air-launched decoys like MALD fool such radars much more easily than S or X band radars. Because of poor resolution and accuracy, their ECCMs (anti-jamming capability) is very limited.
